The Caregiver Program allows foreign caregivers working in Canada to apply for permanent residency (PR) after gaining relevant work experience. There are two main pathways under this program:
- Home Child Care Provider Pilot
- Home Support Worker Pilot
Both programs require applicants to meet specific eligibility criteria, including work experience, language proficiency, and education. Below is a step-by-step guide on how to apply for PR through the Caregiver Program.
Step 1: Determine Eligibility
To qualify for permanent residency through the Caregiver Program, you must meet the following requirements:
Work Experience – You need at least 24 months (2 years) of full-time work experience in Canada in one of the following occupations:
- Home Child Care Provider (NOC 44100) – Caring for children under 18 in a private home.
- Home Support Worker (NOC 44101) – Providing care for elderly individuals or persons with disabilities.
Job Offer (For Direct Applicants) – If you are applying from outside Canada or have less than 24 months of experience, you must have a valid full-time job offer from a Canadian employer.
Language Proficiency – A minimum CLB 5 (Canadian Language Benchmark) in English or French is required. This can be proven through an approved language test like IELTS, CELPIP (English), or TEF (French).
Education – You must have at least a Canadian high school diploma or an equivalent foreign credential assessed by an Educational Credential Assessment (ECA).
Admissibility – You must pass a medical exam, police clearance, and security checks before getting PR status.
Step 2: Gather Required Documents
Prepare the following documents before applying:
- Passport and travel documents
- Work permit and proof of work experience, such as employer reference letters, pay stubs, and job descriptions
- Language test results from IELTS, CELPIP, or TEF
- Educational Credential Assessment (ECA) for foreign education credentials
- Job offer letter if applicable
- Medical exam and police clearance certificate
- Proof of funds if required
Step 3: Apply for Permanent Residency
You can apply for PR under two scenarios.
If you already have 24 months of work experience, submit your PR application online through the Immigration, Refugees, and Citizenship Canada (IRCC) portal, attach all supporting documents, and pay the processing fee ($1,365 for adults, $230 for dependent children).
If you are applying with a job offer because you have less than 24 months of experience or are outside Canada, apply for an occupation-restricted open work permit under the Caregiver Pilot Program. Work for two years in Canada as a caregiver, then submit a PR application.
Step 4: Wait for Processing and Decision
Processing time for PR applications under the Caregiver Program can take six to 12 months. Work permit applications may take longer, depending on the applicant’s country of residence.
Once your application is reviewed, IRCC will notify you of the decision. If approved, you will receive a Confirmation of Permanent Residence (COPR) and can officially settle in Canada as a permanent resident.
