The Provincial Nominee Program (PNP) is a pathway for skilled workers, entrepreneurs, and graduates to immigrate to Canada by being nominated by a specific province or territory. This program allows provinces to select individuals who meet their labor market and economic needs.
Step 1: Choose a Province or Territory
Each province and territory in Canada (except Quebec and Nunavut) has its own PNP streams targeting different categories of immigrants, such as skilled workers, international graduates, entrepreneurs, and semi-skilled workers.

Step 3: Receive a Provincial Nomination
If selected, you will receive a Provincial Nomination Certificate, which boosts your chances of getting permanent residence.
- Direct PNP Application: Apply for PR through Immigration, Refugees and Citizenship Canada (IRCC).
- Express Entry PNP: You will get 600 additional CRS points, almost guaranteeing an Invitation to Apply (ITA) for PR.
Step 4: Apply for Permanent Residence (PR)
After receiving your PNP nomination, apply for PR through IRCC. The process includes a medical examination, police clearance certificate, and biometrics submission.

- Non-Express Entry PNP – 12–24 months
Step 5: Receive PR & Move to Canada
Once approved, you will receive a Confirmation of Permanent Residence (COPR) and can move to the province that nominated you.
