The Quebec Skilled Worker Program (QSWP) is an immigration pathway designed for skilled workers who want to live and work in Quebec permanently. Unlike the Express Entry system, Quebec manages its immigration system independently, setting its own eligibility criteria.

1. How the QSWP Works

The program follows a two-step process:

Step 2: Receive an Invitation to Apply (ITA) for CSQ

  • If selected, you will receive an Invitation to Apply (ITA) for a Quebec Selection Certificate (CSQ).
  • Submit your supporting documents and pay the processing fee ($844 for the main applicant, $181 for each family member).

Step 3: Apply for Permanent Residency (PR) with IRCC

  • After obtaining your CSQ, submit your PR application to the federal government.
  • Undergo medical exams, provide police clearance, and pay processing fees.
  • The federal government will conduct final security and background checks before approving PR.
